In some cases yes, but we always assess the substrate first. If there’s rot, structural movement, or drainage issues underneath, we’ll recommend addressing those before installation. A new membrane over a compromised deck won’t last.
Vinyl is a fully waterproof membrane — it seals the entire deck surface including seams and edges. Composite is a board product with gaps between planks, so water still gets underneath. For North Saanich’s wet seasons and exposed properties, vinyl is the more durable choice.

Bubbling and peeling membranes are one of the most common call-outs we get from Oak Bay homeowners — particularly on older properties with original vinyl systems or poorly applied patches. Once a membrane starts lifting, water is almost certainly getting underneath. We’ll strip it back, inspect the substrate for rot or movement, and install a fresh system properly.
